Preventing the Spread of Terrorist Web Content

CSC Telecom Estonia OÜ implements measures to prevent the spread of terrorist web content in accordance with Regulation (EU) 2021/784 on countering the spread of terrorist content online.

Principles for Combating the Spread of Terrorist Content

The distribution of terrorist content is strictly prohibited when using our services. Terrorist content includes, in particular, content that:

  • calls for or supports terrorist acts;
  • justifies or glorifies terrorist acts;
  • recruits individuals to join terrorist organizations;
  • contains instructions for the manufacture or use of weapons, explosives, or other dangerous substances;
  • otherwise facilitates the commission of terrorist acts in accordance with Directive (EU) 2017/541.

Our Measures

Identified prohibited content is removed immediately. Requests from competent authorities to remove content are processed within one hour of their receipt. We implement the following measures:

  • automated means, such as keyword filtering and pattern detection;
  • content moderation;
  • processing user notifications and complaints;
  • monitoring logs and activity;
  • manual review.

All cases detected by automated means are reviewed by an authorized employee before a final decision is made.

User Notification
If content is removed or access to it is restricted, we notify the user or content provider of the reasons and circumstances surrounding such decision.

The competent authority may, in accordance with Article 11(3) of Regulation (EU) 2021/784, decide not to notify the user if this is necessary in the interests of public security or an investigation.

Data Retention
Removed or blocked content and associated data will be securely stored for up to six (6) months. At the request of the competent authority or court, the retention period may be extended in accordance with applicable law. Only the competent authorities and courts have access to the stored data. The user or content provider has the right to appeal a decision to remove content or restrict access to it.

Filing a Complaint

The complaint must be sent by email to klienditugi@csc.ee and include the following information:

  • Description of the removed or blocked content;
  • Justification for reconsidering the decision;
  • Contact information for feedback.

Procedure and Timeframe

  • Receipt of the complaint is acknowledged within 3 business days.
  • The complaint is reviewed, and a decision is made within 14 days of its receipt.
  • If the complaint is upheld, access to the content is restored immediately.
  • If the complaint is rejected, the user is provided with a clear justification for the decision.

Our decision does not limit the user's right to appeal to the court to protect their rights.
